Owen succeeded his father as knight of the shire in 1678, probably as a family stopgap, since his cousin Sir Hugh Owen, 2nd Bt., was already serving for Pembroke Boroughs. Shaftesbury seems to have been under the impression that he was called ‘Arthur Owen’ and saw no reason to alter the ‘doubly worthy’ rating given to his father. He served on no committees, made no speeches, and probably never stood again. He was clearly an Anglican, refusing the first two questions on the repeal of the Test Act and Penal Laws in 1688.
