Although not yet a Member, Palmer accompanied his brother Lewis to the Oxford session in 1665. In the following year he was earnestly recommended to the bailiff of Peterborough by Lord Arlington (Sir Henry Bennet); his election would ‘lay an obligation upon himself, and be acceptable to his Majesty, and advantageous to the city’. The bailiff duly returned Palmer, though he had finished at the bottom of the poll, over a hundred votes behind Lord Fitzwilliam (William Fitzwilliam). He probably refrained from claiming his seat, though, owing to the outbreak of plague in Peterborough, Fitzwilliam’s petition had not been heard before his death. He was buried at East Carlton on 14 Aug. 1667. His widow married Sir James Rushout.2HMC 7th Rep. 464; CSP Dom. 1665-6, p. 313.
