Of a leading South Wales Tory family, Barlow stood unsuccessfully for Pembroke Boroughs in 1715, when his brother John was defeated for the county, which he had represented since 1710. He was returned for Haverfordwest at a by-election in May, but unseated on petition two months later. In 1721 his name was sent to the Pretender as a prospective supporter in the event of a rising.1Stuart mss 65/16. He died in 1726, leaving his estates not to his son but to his brother, the father of George Barlow.
