An East India merchant, Gough was first returned to Parliament on the government interest at Totnes, voting for the excise bill. Soon after succeeding his father he bought two more burgages at Bramber,1’A State of... Bramber’, Lowndes mss, West Sussex RO. giving him control of the borough, for which he thenceforth nominated both Members. Returned for Bramber in 1734, he continued to vote with the Government. In 1741 he retired in favour of his neighbour, Thomas Archer, to whom he subsequently leased the Bramber seats,2Namier, Structure, 144. retaining the management of the borough in his own hands.
He died 8 June 1774.
