Harris was a country gentleman, with a strong interest at Barnstaple, for which he was returned unopposed in 1741. In October 1742 he was invited to the Cockpit meeting through H. A. Herbert, later Lord Powis. His name does not appear in any extant division list 1741-7, except in that of administration supporters absent from the vote on the Hanoverian troops, 10 Apr. 1746, where he is classed as Old Whig. He did not stand at the general election of 1747. Re-elected in 1754, he died February 1768.
