Thomas Herbert was returned for Newport on the interest of his first cousin, Sir William Morice, voting with the Administration on the civil list arrears in 1729 and on the army in 1732, but absent from the division on the Hessians in 1730 and the excise in 1733. In the next Parliament he voted with the Government on the repeal of the Septennial Act in 1734 and the Spanish convention in 1739. Either he or his brother William supported an opposition motion for an inquiry into the state of the navy on 24 Feb. 1735.1HMC Egmont Diary, ii. 153-4.

He died 25 Dec. 1739.
