Owen, an army officer, had been promised a seat by Walpole, to whom his elder brother wrote, 8 June 1734:
I doubt not you have heard that Mr. Campbell had as quiet an election as could desire for the county of Pembroke, in which I think he’ll not disown my endeavours to make it so, agreeable to your desire and proposal, by which you were to bring in my brother for East or West Looe, in which you were at present disappointed, but as I did not doubt but you would set the matter right in my brother’s favour, I fully performed my promise. Had I acted otherwise he should have been chose in Pembrokeshire, but I don’t doubt your completing your proposal.2Cholmondeley (Houghton) mss.
Brought in for West Looe at the next by-election, he voted with the Administration on the Spanish convention, was absent from the division on the place bill, and did not stand again. He died 29 Dec. 1775.
