Gould was on active service during the war of American independence, and in 1781 was taken prisoner at Yorktown. He entered Parliament for the Morgan pocket borough of Brecon, vacated by his father on moving to the county. In all three lists on the Regency he appears as voting with Opposition—the only evidence of his political line during his first Parliament.

He died 5 Dec. 1846.
