Howard sat for Steyning on the interest of Sir John Honywood, who was connected politically with Lord Effingham. He voted for Sir Elijah Impey’s impeachment, 9 May 1788, and with Pitt on the Regency, and is not known to have spoken in the House.

He died 10 Dec. 1816.
