biography text
Philipps was returned unopposed for Carmarthen in 1780 on the interest of Griffith Philipps. Although counted as a supporter of North’s Administration he did not vote in the division of 12 Dec. 1781 nor in those of February 1782. Pressure was put upon him to attend,1Sandwich to Robinson, 16 Feb. 1782, Abergavenny mss. and on 8 and 15 Mar. he voted with Administration. He voted for Shelburne’s peace preliminaries, 18 Feb. 1783, and seems to have been absent from the session preceding his death. He died 17 Apr. 1784.
