James Rooke inherited from his mother considerable estates in Monmouthshire, and in 1785 was returned for the county without a contest. His first recorded vote was against Richmond’s fortifications plan, 27 Feb. 1786, but he voted with Pitt on the Regency. There is no record before 1790 of his having spoken in the House.

He died 4 Oct. 1805.
