Thomas contested Chichester in 1784 on an independent interest opposed to the Duke of Richmond. In William Adam’s list he was classed ‘doubtful’. His first recorded vote was for parliamentary reform, 13 Apr. 1785; on Richmond’s fortifications proposals, 27 Feb. 1786, he voted against Pitt; but supported him over the Regency. Before 1790 he does not appear to have spoken in the House.

He died 24 June 1821, aged 71.
