Luttrell was brought in by his brother John on a vacancy in the family borough. This was on his return from service in the West Indies, which had impaired his health. He made no mark in Parliament, where he was expected to support government. His brother failed to carry him in a contest in 1796. Subsequently, and not for the first time, his brother applied to Pitt for military promotion for him. In 1801 his health obliged him to ‘relinquish his military profession’.
