Turner was returned for Athlone after the seat had been offered to the government by its patron William Handcock. The chief secretary Sir Arthur Wellesley, in his memorandum on Irish Members, simply noted: ‘I know nothing of Mr Turner, and must refer to the Treasury’. He supported all three motions hostile to the Duke of York, 15-17 Mar. 1809, but voted with government on the address, 23 Jan., the inquiry into the Scheldt expedition, 30 Mar. 1810, and the Regency, 1 Jan. 1811. He is not known to have spoken in debate. Turner died 1 Feb. 1829.
