Garrard replaced his father as Member for the family pocket borough in 1796. There is no record of his having spoken in the House and his name appears in none of the surviving division lists. In the government list of September 1804 he was placed initially under ‘Pitt’, but subsequently transferred to ‘doubtful’. He retired to accommodate his nephew in January 1805.
