Leigh was twice returned for New Ross by his brother Francis, who nominated the Member alternately. He gave a silent support to government, though evidence of his activity is slight. He voted against Catholic relief on 13 and 24 May 1813, 21 May 1816 and 9 May 1817; was in the government majority on the army estimates, 8 Mar. 1816, in their minority on the property tax, 18 Mar. 1816, and in their majorities on the civil list, 6 and 24 May 1816.
