Apart from the frequent appearance of his name in Exchequer books of issues, little is known about Buggin. He was assessed on £12 in lands and goods at Clerkenwell in the 1576 subsidy. He was succeeded as clerk of the revels in 1584 by William Honying, and the only reference found to him thereafter is on an undated list of favours granted by Sir Christopher Hatton to friends and servants since he became lord chancellor in 1587, where Buggin is described as his ‘loving friend’, to whom he had given ‘the preferring of all books or ordinances for guilds, corporations and fellowships’. Buggin died intestate, administration of his goods being granted to his son William 8 Oct. 1590.
If, as seems likely, Buggin was related to the Totnes merchant family of that name, his residence in London (and his minor court office) may have recommended him to the municipal authorities for election to Parliament as a useful and conveniently inexpensive representative.1Mdx.
