Palmer was elected for Minehead in the second Exclusion Parliament as a court supporter on the Luttrell interest, but appears to have been totally inactive in committee. On 7 Jan. 1681, however, when the House was debating the King’s message categorically refusing the exclusion of the Duke of York, Palmer moved the adjournment, hoping no doubt that tempers would cool in the interim. He left no trace on the records of the Oxford Parliament, and died in his father’s lifetime later in the same year.3CSP Dom. 1679-80, p. 207; HMC 12th Rep. IX, 113.
