In July 1774 Cooper, ‘an eminent clothier in Salisbury’,1English Chron. 1780. declared himself a candidate for Salisbury;2London Chron. 12 July 1774. but at the general election stood on the Radnor interest for Downton, was defeated, but was seated on petition. He voted regularly with the Opposition. There is no record of his having spoken in the House. He died 7 Aug. 1779.
