Norton sat in Parliament on Sir James Lowther’s interest. His name does not appear in any of the four divisions for which lists are available between 1773 and 1775, nor is there any record of his having spoken in the House. He vacated his seat when Lowther went into opposition, and a year later was given judicial office in Scotland.
He died 19 June 1820.
