Palmer, always classed as a Tory, was returned without a contest in 1754 and 1761. He is not included in Henry Fox’s list of Members favouring the peace preliminaries, December 1762, but did not vote against them. He regularly voted against Grenville’s Administration over Wilkes and general warrants, and was classed by Newcastle as a ‘sure friend’, 10 May 1764. There is no record of his having spoken in the House. He died 14 June 1765.
