Fowell was re-elected for Totnes in 1690, presumably with the support of Sir Edward Seymour, 4th Bt.* On 30 Apr. he was ordered to attend the House, having absented himself without leave. Lord Carmarthen (Sir Thomas Osborne†) classed him as a Tory supporter of the Court and forecast in December that he would support him in the event of an attack on his ministerial position in the Commons. He obtained a leave of absence on 16 Dec. 1690. Robert Harley* listed him as a doubtful supporter of the Country party in April 1691. On 16 Jan. 1692 he obtained another leave of absence. Fowell died in November 1692 and was buried at Ugborough on the 26th.
