Foley sat on the family interest at Droitwich; and at the by-election of 1774 was returned unopposed for Worcestershire, as he was again at the general elections of 1774, 1780, and 1784. In Parliament he conformed to the family pattern of voting: opposed North, supported the Coalition, and opposed Pitt. There is no record of his having spoken in the House before 1790.
Like his brother Thomas he became overwhelmed by gambling debts, and participated with his brother in the attempt to upset their father’s will.
Foley died 22 June 1803.
