Although active locally as a shoemaker from 1389, Clowd was not elected to Parliament until 1407. On that occasion Walter Colet offered securities for his attendance in the Commons. He was associated with Richard Dalgate in the following year, when they both appeared as mainpernors in Chancery. Clowd took part in the parliamentary elections for Wallingford in the spring of 1413.
