Richard was perhaps the son of Thomas Fowell, who had been living in Seaford in the 1360s. In accordance with a new rental, drawn up in 1393, he was to pay a rent of 6d. a year to the duchy of Lancaster, while his kinsman John Fowell (the bailiff of 1394-5 and 1399-1400) paid 12d. Richard was a member of the jury which at the view of frankpledge held in Seaford in May 1409 testified to the veracity of the then bailiff’s presentments. In a similar court convened in October 1417 he was sued by Juliana Carpenter, but details of the case are not recorded.2DL29/441/7094, 7096, 7100; DL30/127/1897 m. 9, 1898 mm. 1d, 4.
