In about 1402 Agnes, widow of Richard Bales, petitioned the chancellor for redress after she had been prevented from taking ship in Chichester harbour to sail to Friesland, and her possessions, valued at £40, had been seized by Thomas Hayne and William Farnhurst and placed, with a view to their safe-keeping, in the custody of the vicar of West Wittering, who had purloined them. Hayne and Farnhurst, clearly acting in an official capacity, may then have been bailiffs of Chichester. Hayne subsequently served at least two terms as mayor. He witnessed a deed in the city in September 1410, and was present at the shire court held there in 1415 for the Sussex elections to Parliament.3C1/3/71; Suss. Arch. Colls. lxxxix. 128; C219/11/7.
