Norton sat in Parliament on Sir James Lowther’s interest. In the five critical divisions between December 1781 and March 1782 he voted with Opposition. He voted for Shelburne’s peace preliminaries, 18 Feb. 1783; against Fox’s East India bill, 27 Nov. 1783; and supported Pitt. He is not known to have spoken in the House.
He died in March 1786, according to rumour of fatigue following the Lancaster by-election, in which he was Lowther’s chief agent.1Sir Edw. Blackett to his son Wm., 2 Apr. 1786, Blackett mss.
