Barber was born in Ireland, but had settled in Herefordshire by April 1382 when, described as ‘of Leominster’, he took out a royal pardon. In July 1394, just a few months before his election to Parliament, he purchased, for 20s., a royal licence allowing him to reside in England for the remainder of his life, notwithstanding a recent proclamation requiring the repatriation of all natives of Ireland. In October 1395 he witnessed a conveyance of property in Leominster and Moreton belonging to John Romayn and his father.1C67/29 m. 10; CPR, 1391-6, p. 451; Add. Ch. 7032.
