As one of the leading citizens of Chichester, Horlebat was present on 6 Mar. 1397 at the laying of the foundation stones of the Vicars’ Hall. When Bishop Rede made visitations of the churches of the city, both later that same year and in 1403, Horlebat greeted him as a parishioner of the church of St. Peter the Great. Meanwhile, he had served a term as mayor, and in 1400 had been entrusted by the bishop with the key to the box containing money collected at Chichester for the benefit of the Byzantine Emperor Manuel in his war against the Turks.4Chichester Diocesan RO, Cap. Horlebat died shortly before 17 Jan. 1408, while holding office as mayor of the local Staple.5C267/6/7; CCR, 1405-9, p. 497.
