Byrne was returned at the by-election of 1770 on the interest of his uncle Robert Nugent. His only known vote was with Administration on the motion to commit Brass Crosby to the Tower, 27 Mar. 1771, though he is marked by Robinson as ‘pro, present’ in both his surveys on the royal marriage bill, March 1772. His one recorded speech was on 6 Feb. 1772 on the petition from some of the clergy for relief from the 39 Articles, which he opposed because ‘some rule of conduct is essential to the preserving of every society, great or small, civil or religious’.1Cavendish’s ‘Debates’, Egerton 232, ff. 130-2.
